Dr. John R. Mosby, President

Dr. John R. Mosby became Highline’s seventh president in July 2018. He is the chief executive, administrative, and education officer of the community and derives authority from, and is responsible to the Highline College Board of Trustees. The president’s primary responsibility is to provide a vision for the college and continuous leadership and direction for the planning and operation of all aspects of the college’s programs and services in conformity with board policies, rules and regulations, and state law. The five-member board of trustees provides a strategic perspective and definitive leadership in collaboration with the president in operating the college. Dr. Mosby has more than 23 years of higher education experience, having served as vice president for Student Services at Mission College and dean at Skyline College, both located in California. His work experience includes that of adjunct faculty, teaching undergraduate-, graduate- and doctoral-level courses at community colleges and four-year institutions with research interests rooted in the belief of servant leadership, social justice and equity. Dr. Mosby holds a doctorate in leadership/higher education administration from the University of San Diego, a master’s degree in educational and counseling psychology from the University of the Pacific and a bachelor’s degree in English from St. Mary’s College.

Highline has enjoyed remarkable leadership stability, with only six permanent presidents during its history, which began in 1961 as the first community college in King County.

Danielle K. Slota, Executive Director, Office of the President

Secretary to the Board of Trustees | Title IX Coordinator | Public Records Officer

Danielle K. Slota supports the President by coordinating strategic initiatives, managing executive communications, and serving as a key liaison across campus. With a collaborative leadership style, Danielle plays a central role in aligning operations and advancing institutional priorities at the college.

In addition to overseeing communications from the Office of the President, Danielle serves as delegated Secretary to the Board of Trustees, Title IX Coordinator, and Public Records Officer—roles that reflect a strong commitment to governance, equity, and transparency.

Danielle K. Slota holds a Bachelor of Science in Interdisciplinary Studies from Central Washington University and is currently pursuing a Master of Legal Studies at Drexel University, with a double concentration in Higher Education Compliance and Human Resources Compliance. Danielle began her career in higher education with the University of Washington in 2011, joining Highline College in 2018.

Dr. Rolita Flores Ezeonu, Ed.D., Interim Vice President, Academic Affairs

Dr. Rolita Flores Ezeonu is the Interim Vice President for Academic Affairs and has served and led in South King County for over 25 years. From July 2018 to February 2025, she served as Vice President of Instruction at Green River College, where she provided executive leadership in faculty recruitment, development, retention, and evaluation. She oversaw curriculum and instruction while advancing anti-racist practices both in and outside the classroom. Dr. Ezeonu also strengthened instructional leadership and forged partnerships with institutions, public agencies, and community organizations. Equity and social justice are at the center of her work. Prior to her role at Green River College, she was Interim Vice President of Instruction at Highline College from April 2017 – June 2018 and Dean of Instruction for Transfer and Pre-College Education from July 2008 – March 2017. She also taught as a tenured faculty member and adjunct faculty member in Communication Studies at Highline. Dr. Ezeonu holds a Doctorate in Education with a focus on higher education from Seattle University, as well as a Master’s and Bachelor’s degree in Communication from Washington State University.

Dr. Michael Pham, Vice President, Administrative Services

Michael Pham joined Highline College in 2015 and oversees the Administrative Services division. Previously, he spent over 24 years working for Seattle Central College and Seattle College District in various leadership positions including executive director of financial services and vice president of administrative services. Michael holds a doctorate in educational leadership from the University of Washington Tacoma and master’s and bachelor’s degrees in business administration.

Dr. Maribel Torres Jiménez, Vice President, Equity, Diversity and Transformation

Dr. Maribel Jiménez is the inaugural vice president for Equity, Diversity, and Transformation at Highline College. She is a first-generation college student that continues to learn to navigate higher education at multiple levels with ancestral knowledge, guidance, and mentoring from the great leaders and pioneers that served before her. Dr. Jiménez has been an educator for over 18 years. She combines nine years of K-12 experience, serving as a teacher and school counselor, and working in higher education. Previously, Dr. Jimenez served as the Dean of Academic Transfer Pathways and Partnerships at Highline College. Her scope of experience includes tenured faculty counselor and Title V grant director at Yakima Valley College. Dr. Jimenez holds a Master of Social Work from Eastern Washington University and a Doctor of Education in Organizational Leadership from Northcentral University.

Melanie Lawson, Vice President, Human Resources

Melanie Lawson is an accomplished human resources executive with over 20 years of progressive leadership and consultant experience across the private, public, and nonprofit sectors. As Vice President of Human Resources, Melanie leads with a strategic vision centered on equity, organizational effectiveness, and employee engagement. She is passionate about building inclusive workplaces where individuals feel valued, heard, and empowered to thrive.

Melanie holds degrees in Human Resources and Business Administration, which have served as a strong foundation for her comprehensive approach to workforce planning, talent development, change management, and policy innovation. Throughout her career, she has led initiatives that have transformed organizational culture, strengthened leadership pipelines, and aligned people strategies with institutional goals.

Known for her collaborative leadership style, Melanie fosters cross-departmental partnerships and champions data-informed decision-making to enhance HR operations and drive meaningful change. She is also deeply committed to advancing diversity, equity, inclusion, and belonging, embedding these principles into every facet of HR strategy and practice.

With a deep understanding of the evolving workforce landscape, Melanie continues to be a trusted advisor and thought partner to executive leadership, guiding organizations.

Joshua Gerstman, Vice President, Institutional Advancement

Josh Gerstman works with the Institutional Advancement Division to build valuable relationships and establish a meaningful presence within Highline College’s communities, resulting in support for the college and our students. Josh also serves as the Executive Director of the Highline College Foundation, working with an outstanding board of directors and staff to drive support for student scholarships, emergency support and strategic projects to enhance the college. Josh has more than 26 years’ experience working in Washington's community and technical college system and has been at Highline since Fall, 2018. Josh is active in the community, including serving on the board of Seattle Southside Chamber of Commerce, Jobs for South Sound, Soundside Alliance. Josh has been a Kent Rotarian for more than 25 years and a volunteer dog handler with King County Search Dogs/King County Search and Rescue since the late 90s.

Dr. Jamilyn Penn, Vice President, Student Services

Dr. Jamilyn Penn is a fierce advocate for student success, having served in many roles in our state system. Most recently, she was the statewide director of transfer education for the Washington State Board for Community & Technical Colleges. She has also served in dean roles at Lake Washington and Clover Park Technical Colleges. Dr. Penn possesses a strong fiscal background, as she previously was the program supervisor of Title I and Learning Assistance Program for the Office of Superintendent of Public Instruction. In that role, she monitored 295 public school districts across the state in areas of budgeting and compliance. Dr. Penn began her career in the classroom serving as a special education teacher in Texas.

Tim Wrye, Chief Information Officer (CIO)

Tim Wrye serves as the Chief Information Officer for Highline College and leads the Information Technology Services division as well as participating in and supporting a wide variety of campus efforts and initiatives. A long-standing member of the Highline community, Tim played a key role in advancing academic technology before establishing the ITS division and stepping into his current leadership role.

Beyond campus, Tim is actively involved in statewide IT governance. He has served as chair of both the Information Technology Commission (ITC) and the ctcLink Project Steering Committee. He currently chairs the DataLink Steering Committee and represents the ITC on the WACTC Equity Committee.

Tim holds a Master of Education in Educational Communications and Technology from the University of Washington and a Bachelor of Music Education from Pacific Lutheran University. While he never taught in a classroom, his passion for music endures—he remains active in the Tacoma choral community, performing with the Symphony Tacoma Voices and serving on the Board of the Tacoma Youth Chorus.

Deans

Academic Affairs

Liz Word, Dean of Academic Pathways and Student Learning Resources, leads the guided pathways work within Academic Affairs, including managing the project of updating program maps, ctcLink, the catalog, and developing campus-wide communications about program/curriculum changes. Liz serves as the lead for faculty advising in partnership with the Dean of Enrollment and Advising in Student Services. Liz supports general education faculty and department coordinators, serving as a key point of contact for resources and concerns. Liz leads a team of staff charged with providing student learning resources. Liz’s primary focus is supporting and managing projects aimed at increasing retention and closing equity gaps.

Jenni Sandler, Associate Dean for Accessibility Resources, leads a team focused on making learning opportunities more accessible to all students. Jenni is the primary administrator for the office and programs within Access, Inclusive Education, and Employment. Jenni collaborates with faculty and staff across all divisions of the College to advocate on behalf of students with disabilities, and to educate the campus community about equitable programs, services, learning and teaching, accessibility, and accommodations that contribute to students’ achievement of their goals. As a member of the Academic Affairs Administrative leadership team, Jenni continues to advocate for human accommodations and universal design to support all learners.

Tanya Powers, Associate Dean for Bachelor of Applied Science (BAS) and Workforce Pathways, directs daily Bachelor of Applied Science operations, including budget development, providing administrative support to BAS coordinators, developing and implementing BAS recruitment campaigns, ensuring that BAS scheduling aligns with academic plans,  and that BAS programs are meet community needs, and promote social and economic mobility for people in our service area. Tanya works closely with Dean Bachmeier on projects aimed at increasing enrollment in BAS programs and streamlining operations. Tanya leads our division’s efforts to use Lightcast data to better understand regional employment demand and opportunities for improving students’ social and economic mobility.

Steve Washburn, Associate Dean for English Language, Career and Academic Prep (ELCAP), is responsible for comprehensive ELCAP planning, including overall direction of daily operations, budget development and control, and ensuring compliance with state (BEDA and WIOA) and college policies. Our ELCAP program is recognized across the state as an inclusive and innovative program that serves the needs of immigrants, refugees, and speakers of languages other than English throughout South King County. Steve meets regularly with ELCAP staff and faculty to manage enrollment, create course schedules, develop departmental policies and procedures. Steve works closely with Dean Dampeer on initiatives aimed at increasing transitions, including the strategic expansion of our I-BEST programs.  

Gerie Ventura, Associate Dean for Library and Learning Resources, leads the Highline College Library with an emphasis on improving retention, access, and student success outcomes for a highly diverse student population. The Highline College Library is the heart of many of the academic initiatives of the college. Gerie is responsible for comprehensive library program planning, overall direction of daily operations; budget development and control; and directing, organizing and managing all library staff, resources, programs, and services, and serving as their passionate advocate. Gerie works closely with Dean Word to support the team focused on retention, particularly the director of the Academic Success Center and MESA.

Gabrielle Bachmeier, Dean of Workforce Partnerships and Extended Learning, supports extended learning at Highline, including programs offered through Continuing Education, High School Engagement and Academic Success (HSEAS), the HUB: Federal Way, and the MaST. Gabrielle focuses on strengthening our external partnerships, serving as an essential point of connection between Institutional Advancement and prof-tech faculty. Working in collaboration with Tanya Powers, Gabrielle is a key point of contact for BAS coordinators and faculty. After serving as project manager for Highline’s strategic enrollment management initiative, Gabrielle leads a team of staff in Academic Affairs focused on recruitment for both high school and adult learners.

Raegan Copeland, Acting Dean of Workforce Pathways, ensures the professional technical programs meet federal, state, and regional requirements and oversees the certification process for professional-technical faculty. Raegan also manages workforce grants that support the college’s goals and helps keep curriculum and programs up to date. She works closely with faculty and staff to support advisory committees, accreditation efforts, and student success. Raegan collaborates with other deans to create work-based learning opportunities, connect students through learning communities, and promote effective teaching strategies. She is committed to helping workforce students—from recruitment and enrollment to graduation—and advocates for faculty while developing class schedules that meet the unique needs of our students.

Equity, Diversity, and Transformation

Justin Dampeer, Dean of Academic Alignment and Strategic Transformation, plays a critical role in strengthening connections and integration between Academic Affairs and EDT divisions, particularly engaging with leadership and faculty on professional development, learning communities, and overall alignment of strategic institutional goals. Justin supports the Cultural Learning Communities, Benefits Hub, and Student Success Center which provides wrap around services to all students at Highline College. Justin serves as a key point of contact for faculty and department coordinators pertaining to the learning communities including Juntos, UMOJA, and Highline Promise. Justin leads a team of staff responsible for high school to college transitions and student support services. Justin’s primary focus is managing and supporting projects to increase transition to credit, increasing enrollment and retention, and closing equity gaps and serve as a liaison to align the work of the EDT division and Academic Affairs.

Student Services

Tony Garcia, Dean of Advising and Enrollment Services, provides leadership, operational oversight and evaluation for several departments within student services, including Entry Advising; Pathway Advising; Running Start; Enrollment Services (Admissions, Registration, Records & Credentials Evaluation); Veteran’s Services and Career & Transfer Services report to this position. This dean is a member of the Student Services Affairs Cabinet and participates in setting strategic direction, anticipating and responding to opportunities and challenges, managing resources, formulating policy and developing key relationships with academic and administrative colleagues to further the mission and goals of the college.

Ay Saechao, Dean of Student Support and Funding Services, provides administrative support and oversees the Student Support and Funding Services departments, ensuring program compliance and continuous improvement for funding, retention and completion services. The departments include TRiO Student Support Services; TRiO Talent Search; Women’s Programs WorkFirst Services; Office of Community Standards and Student Conduct; and the Office of Retention and Completion Services. The position also provides administrative support for the associate dean for Student Funding Services and respective reporting departments, which include: Financial Aid; Workforce Education Services (WES); Worker Retraining; Opportunity Grant; Basic Food Employment & Training (BFET); Early Achievers; Highline Community Pantry; While In School Housing; and the United Way King County Benefits Hub. In addition, the dean serves as the college deputy Title IX coordinator.

Loyal Allen Jr., Associate Dean of Student Funding Center, provides overall administrative support of Student Funding Services, which include Financial Aid; Workforce Education Services (WES): Worker Retraining, Opportunity Grant, BFET, Early Achievers Grant; Highline Community Pantry; While In School Housing and the United Way King County Benefits Hub. This associate dean works with the Student Services Affairs Cabinet to ensure student funding programs are meeting the needs of the college and students. They work collaboratively with the dean of Student Success and Student Funding Services to address key issues pertaining to students, staff and faculty. This position supports direct reports and their teams to assure all funding sources are being administered according to the federal and state guidelines while assuring students have equitable access to all funding resources while removing systemic barriers.

Isabelle Wroblewski, Associate Dean of Student Life, helps to resolve student conflicts, recommends student life policies, and conducts assessments and evaluations. This position is responsible for the administrative and programmatic oversight of Campus View Student Housing, the Center for Cultural and Inclusive Excellence, and the Center for Leadership and Service to ensure the values of learning, service, leadership and social justice are vibrant within the spectrum of department offerings.
